Effective
November 1, 2009, California enacted legislation requiring the Live
Scan Fingerprinting of all In-Home Supportive Services (IHSS)
providers. The new rules, designed to prevent fraud, require
caregivers who are either new to the program or have taken on a new
client to complete an enrollment form, criminal background check and
orientation session before they can get paid from the State. The new
law is a push by California to reduce fraud in the IHSS system.
Live
Scan Fingerprinting Plus provides Live Scan Fingerprinting on an
appointment and walk-in basis and would be happy to take care of your

How
does the process work?
Step
1. Complete
the IHSS Program Provider Enrollment Form (SOC 426) and return it in person to
the county IHSS Office or IHSS Public Authority. If you have already
completed this step you need to contact your County to get the proper
Live Scan Form for your county.
Step
2.
You need to be fingerprinted and go through a criminal background
check by the California Department of Justice. The county IHSS Office
or Public Authority will give you instructions on how to get
fingerprinted when you turn in the completed and signed SOC 426.

Live Scan office is free to set their fingerprint rolling fee, but the
total cost of the service including the applicable state fees will be
approximately $52, which is what Live Scan Fingerprinting Plus
currently charges.

IN-HOME
SUPPORTIVE SERVICES (IHSS) - San Bernardino County, California
In-Home
Supportive Services is a program, which assists low-income, elderly, and
disabled adults and disabled children with extraordinary needs for care
to remain in their own homes by providing personal care services and/or
domestic services. Personal care services include: dressing, bathing,
toileting, grooming, help with feeding, and other similar duties.
Domestic services include: housecleaning, shopping, cooking, laundry,
and other similar duties. IHSS provides consumers independence and
choice about their personal care. The IHSS consumer hires, fires, and
supervises the care provider.
WHO
IS ELIGIBLE?
People
who are disabled, blind, or 65 years of age and disabled, who are unable
to live safely in their own home without help, and are financially
unable to purchase the needed services are eligible for IHSS.
IHSS
Social Workers determine a person's eligibility for IHSS services. The
Social Worker's in-home needs assessment determines which services are
needed and how frequently. The Social Worker authorizes, increases,
decreases, and terminates services for the IHSS consumer based on
"needs assessment" and yearly reassessments. State law
establishes the standards for the types of services and the hours of
services that can be authorized.

Consumers,
family, friends, physicians, or anyone who has knowledge about a

IHSS social worker will talk to you about your eligibility for IHSS.
When calling to apply, it is helpful to have the following information:
social security number, telephone number, income and assets information,
and your health information, including doctor's name and telephone
number. After this initial telephone screening, an IHSS social worker
will come to your home and talk with you about your service needs. |
